Community Impact Organizational Structure
Allocations Cabinet becomes Vision Council
- The Vision Council is responsible for prioritization and resource distribution, including policy development and oversight, agency appeals, all funding options and establishing dollar amounts for Impact Areas, oversight of Community Solutions Teams. The Vision Council assures that the rationale and accompanying allocation of dollars to partner agencies align with the priorities and objectives of United Way.
- The Vision Council is comprised of the Community Impact Steering Committee and the Chairs and Co-Chairs of the four Community Solutions Teams, United Way staff representatives, an agency director representative and other members at large.
- The Vision Council reports directly to the United Way Board of Directors.
Community Solutions Teams (CST)

(maximum of two representatives on each team)

Each team will have a Chair and Vice Chair. The Chair and Vice Chair serve as members of the Vision Council. Team members report to the team chair and vice-chair.

United Way Staff act as liaisons between agency staff and community building volunteers and are responsible for oversight and management of the Community Solutions Teams.

Staff will be supported by a volunteer administrative assistance.

Community Solution Team volunteers will be asked to commit to a 3-year term, renewable.

Community Solutions Teams will meet year round on a monthly basis and additionally will be expected to participate in agency site visits, and various other required activities.
Finance Review Team
- The Finance Review Team is responsible for reviewing the annual financial information submitted by partner agencies/programs of the United Way Community Impact Collaborative Partners. The Finance Review Team:
- Provides assurance that all organizations are held to the same standards in
the financial review process
- Confirms the partner agency/program is complying with the audit policy of the
United Way and submitting the proper document in accordance with that policy
- Provides feedback to the Community Solutions Teams regarding the overall
financial health of a partner agency/program and the submitted financials
- Provides guidance to CST volunteers and the Vision Council on any financial-based
questions which should be asked of the requesting partner agency/program
during its review process. Direct questioning of agencies may be undertaken by the chair of the Review Team after informing the United Way Community Impact Director.
- The team will be headed by a chairperson with previous experience as an allocations member volunteer and/or have a background in accounting/finance.
- The members of this team should be representative of the local community and have an understanding and/or interest in accounting/finance.
- The team will be supported by the United Way Finance Director.
Outcomes Review Team
- The Outcomes Review Team is responsible for ensuring United Way’s commitment to outcomes measurement, program and community results is met. The Outcomes review team:
- Provides assurance that all organizations are held to the same standards in outcome
measurement.
- Reviews the program logic models to determine the effectiveness of a program in
meeting the goals of the Community Agenda and United Way ’s priorities.
- Provides feedback to the Community Solutions Teams regarding the overall success of
a partner in their ability to develop logic models for funded programs, develop baseline
information, report progress in achieving outcomes and develop improvements based on
the results.
- Provides guidance to CST volunteers and the Vision Council on any outcomes-based
questions which should be asked of the requesting partner agency/program during its
review process. Direct questioning of agencies may be undertaken by the chair of the
Review Team after informing the United Way Community Impact Director.
- The team will be headed by a chairperson with previous experience as an allocations member volunteer and/or have a background in outcome/program evaluation.
- The members of this team should be representative of the local community and have an understanding and/or interest in outcomes/program evaluation.
- The team will be supported by the United Way Community Impact Director.
